Submits to Missouri voters a constitutional amendment repealing and replacing section 3 of article XIII regarding the citizens' commission on compensation for elected officials.

Requires the Missouri Citizens' Commission on Compensation to file separate salary recommendations beginning December 1, 2012, for elected state officials, judges (except municipal judges), and General Assembly members.

Salary recommendations become effective unless disapproved by concurrent resolution with a two-thirds majority vote in the General Assembly before February 1 following filing.

Commission comprises randomly selected registered voters (one per congressional district), a retired judge, and 12 gubernatorial appointees representing various sectors including business, labor, agriculture, and healthcare.

General Assembly may provide uniform cost-of-living adjustments to compensation schedules, with increases or decreases not exceeding those given to other state employees.
