Changes terminology in section 33.080 from "ordinary" revenue fund to "general" revenue fund for unexpended balances at end of biennium.

Establishes a cap on transfers to the general revenue fund before June 30, 2011, with 23 specific state funds subject to maximum transfer amounts ranging from $4,000 to $4,300,303.

Major funds affected include Health initiatives fund ($1,000,000), Insurance dedicated fund ($4,303,000), Spinal cord injury fund ($4,000,000), Services to victims fund ($4,000,000), and Aviation trust fund ($2,314,363).

Exempts University of Missouri funds required by law or instrument for seminary fund, gifts and trust funds at educational institutions, federal grants, student activity funds, and hospital fees from transfer requirements.

Maintains existing misdemeanor penalties for officials or persons willfully failing to comply with fund deposit and transfer provisions.
