Repeals and replaces conflicting versions of sections 324.1106 and 324.1112 relating to private investigator licensing in Missouri.

Adds two new exemptions to private investigator licensing requirements: certified public accountants performing duties within their profession and their employees, and employees of not-for-profit organizations whose investigatory activities are limited to requesting criminal history and background information from databases.

Reorganizes and renumbers the existing exemptions from private investigator licensing (such as for attorneys, government employees, insurance professionals, and collection agencies) without substantive changes to those provisions.

Modifies section 324.1112 to remove the two-year time limitation on prior convictions as grounds for license denial; now allows the board to deny licenses based on felony convictions, misdemeanor convictions involving moral turpitude, falsified information, substance abuse, and other grounds without temporal restrictions.

Requires the board of private investigator examiners to consider evidence of an applicant's rehabilitation when evaluating a request for licensure.
