Transfers environmental services program functions from the Department of Natural Resources to the Department of Health and Senior Services, with completion by June 30, 2012.

Requires counties containing bodies of water adjacent to state or national parks to adopt plumbing codes meeting nationally recognized standards within three years, with exemption for agricultural buildings.

Establishes Department of Natural Resources policy requiring public transparency in environmental data collection and broad interpretation of public records requests under section 610.023.

Authorizes annual customer service connection fees for public water systems ranging from $1.08 to $3.24 per connection based on system size, effective August 28, 2006 through September 1, 2012.

Requires immediate notification to local public health authority and Department of Health and Senior Services when permitted entities report water quality testing results indicating potential public health risks.
