Requires all laboratory testing conducted under chapter 644 or sections 640.100 to 640.140 to be performed by a laboratory operated by the Department of Health and Senior Services, effective July 1, 2012

Mandates the Department of Health and Senior Services make laboratory test results available to the public within 48 hours, with an exception allowing results to be posted the following Monday if received after 5:00 p.m. Wednesday through Friday

Requires the Department of Health and Senior Services to directly transmit test results to any entity that collected the samples within 48 hours under the same weekend exception provision

Applies the 48-hour public disclosure and entity notification requirements even if test results indicate a potential risk to public health or the environment

Permits the Department of Health and Senior Services to cooperate with the Department of Natural Resources to assess risks and develop response plans when test results indicate potential public health or environmental concerns
