Establishes a state permit program administered by the Department of Health and Senior Services for individuals selling agricultural products at multiple produce stands or farmer's markets across different local jurisdictions.

State permit replaces local permits in any jurisdiction where the holder is selling, though participation is optional and local permits remain valid if separately obtained.

Permit valid for three years from issuance, renewable online or through other application methods; requires applicant name, business address, list of products, and sales locations.

Department may charge up to $25 application processing fee to administer the program; permit holders remain subject to all local, state, and federal food safety inspection requirements and laws.

Department authorized to promulgate rules implementing the provision subject to Chapter 536 rulemaking requirements, with rules effective only after August 28, 2010.
