Repeals and replaces section 620.515, RSMo, establishing the "Hero at Home" program administered by the Department of Economic Development to assist military families and returning service members.

Provides assistance to spouses of active duty National Guard and reserve members to address immediate needs and employment during active duty and for one year following discharge from deployment.

Assists returning service members with job placement when they cannot return to previous employment, have lost jobs during deployment, or need to rebuild business clientele.

Services available include financial assistance for overdue bills, childcare costs, transportation assistance, vocational training and counseling, paid internships, and job placement assistance.

Removes requirement that eligible service providers must provide a twenty percent match to the program either through indirect or direct expenditures; program becomes effective July 1, 2006, with Department required to report on operations by January 1, 2007.
