Repeals and reenacts section 288.040, RSMo, establishing eligibility requirements for unemployment benefits in Missouri.

Claimants must register for work, actively seek employment, be able and available for work, and comply with reporting requirements at employment offices.

Claimants participating in Trade Act of 1974-approved training or temporarily unemployed with a recall date within eight weeks are exempt from active job search requirements.

Claimants are ineligible for benefits if they have an outstanding penalty assessed based on an overpayment of benefits, as provided in section 288.380.

Requires directors of employment security and workforce development to submit annual reports by December 31st detailing recommendations to improve work search verification and reduce average duration of unemployment insurance claims.
