Adds section 160.240 to Missouri law requiring the joint committee on education to conduct a study on elementary and secondary education standards during the legislative interim between the 95th and 96th general assemblies

Joint committee must study existing academic performance standards used by the state board of education, including both qualitative and quantitative standards

Joint committee must examine the school accountability report card, teacher-pupil ratios and class size reduction effectiveness, teacher performance measurement methods, student outcome measurement methods, and the statewide assessment program under section 160.518

Joint committee must submit a final report with legislative recommendations to the general assembly by December 31, 2010
