Repeals and replaces section 105.456, RSMo, establishing conflict of interest restrictions for legislators and statewide elected officials.

Prohibits general assembly members, governor, lieutenant governor, attorney general, secretary of state, state treasurer, and state auditor from performing services for the state or political subdivisions for compensation beyond official duties.

Restricts selling, renting, or leasing property to the state or political subdivisions for more than $500 per transaction or $1,500 annually unless through competitive bidding with the lowest bid accepted.

Prohibits attempting to influence state agency decisions for compensation, with exceptions for adversary proceedings and public document preparation, but bars compensation for influencing decisions on grants, loans, contracts, permits, or job requests.

Bans general assembly members from receiving compensation from any federal political committee or state political committee as defined in section 130.011 for goods or services rendered.
