Removes the lieutenant governor from the Missouri Development Finance Board, which consists of 12 members including directors of economic development, natural resources, and agriculture.

Changes the Missouri Housing Development Commission from including the governor, lieutenant governor, state treasurer, and state attorney general to consisting of ten public members who are not statewide elected officials, appointed by the governor with senate consent.

Increases the maximum number of same-party members on the Housing Development Commission from four to six of the governor-appointed members.

Requires Housing Development Commission members to have knowledge in housing, finance, or construction and establishes staggered four-year terms for appointees.

Maintains a six-member quorum requirement for the Housing Development Commission with $50 per diem compensation for governor-appointed members.
