Repeals section 208.471 and enacts two new sections (208.007 and 208.471) to regulate MO HealthNet provider taxes and federal reimbursement allowances.

Establishes that funds generated by MO HealthNet federal reimbursement allowances or provider taxes are not construed to obligate the state to reimburse providers, with payment amounts determined through the appropriation process based on services rendered.

Requires the Department of Social Services to make payments to hospitals with Medicaid provider agreements in an annual aggregate statewide amount at least equal to fiscal year 1991-1992 payments (prior to June 30, 2002).

Removes the expiration provision for sections 208.453 to 208.480 that were previously triggered when federal reimbursement allowance assessments exceeded eighty-five percent of aggregate direct Medicaid payments, uninsured add-on payments, and enhanced graduate medical education payments.

Authorizes the Division of Medical Services to provide alternative reimbursement for outpatient services including enhanced payments or grants to hospital-sponsored clinics serving low-income uninsured patients, exempt from payment limits under section 208.152.
