Establishes a Health and Human Services Transition Committee with 14 members to study consolidating the departments of health and senior services, mental health, and social services by December 31, 2010.

Creates a Department of Revenue consolidating tax collection, state tax commission, highway reciprocity commission, and alcohol and tobacco control division under a single director.

Reorganizes water patrol operations by transferring the Missouri State Water Patrol to become the Division of Water Patrol within the Missouri State Highway Patrol, effective January 1, 2011.

Expands the Administrative Hearing Commission from three to five commissioners to handle employee appeals for dismissals, demotions, and suspensions.

Increases Missouri State Highway Patrol staffing authorized personnel from 965 to 1,064 officers by increasing the number of majors from five to six and captains from 25 to 34.
