Repeals and replaces sections 208.080 and 454.475 of Missouri Revised Statutes to modify appeals procedures for family support division programs.

Allows applicants and recipients to request appeals within 10 days of proposed benefit reductions, 90 days after case closure or modification, and 90 days after application rejection.

Permits hearings to be conducted in person or by telephone, teleconference, video conference, or other electronic means at the director's discretion, with consideration of factors including communication ability, issue complexity, witness needs, and veracity concerns.

Entitles appellants to be present at hearings, represented by attorney or representative, and to introduce all evidence pertinent to their eligibility between application and denial or termination of benefits.

Adds provisions to section 454.475 allowing hearing officers to correct administrative errors prior to referral to the attorney general's office or court filing, and to vacate orders issued without proper jurisdiction or due process in child support modification proceedings.
