Creates the "Joint Committee on the Reduction and Reorganization of Programs within State Government" with 13 members including 5 senate members, 5 house members, the commissioner of the office of administration, a governor's office representative, and a Missouri supreme court judge

Committee shall study programs within every state department to identify which programs should be eliminated, reduced, or combined with other programs

All state departments must comply with committee requests for information regarding their administered programs

Committee must submit a report to the general assembly by December 31, 2010, containing recommendations for eliminating, reducing, or combining programs

The provisions of this section expire on January 1, 2011
