Repeals section 37.020 and enacts seven new sections (37.020, 37.760, 37.762, 37.764, 37.766, 37.768, 37.770) relating to state contracts for supplies, services, and construction.

Office of Administration must establish and implement a plan to increase participation of certified socially and economically disadvantaged small business concerns, minority business enterprises, and women's business enterprises in state contracts; study on availability to be completed by December 31, 2012.

Creates the "Minority Business Enterprise and Women's Business Enterprise Oversight Review Committee" consisting of seven members appointed by the governor (four members), speaker of the house (one member), president pro tem of senate (one member), and the commissioner of administration as ex officio member.

Committee duties include compiling a database of certified minority and women's business enterprises that have participated in state contracts, developing alert systems for upcoming contracts, and establishing requirements for contractors to notify potential minority and women-owned subcontractors.

Program provisions automatically sunset six years after the effective date unless reauthorized by the legislature, with an additional twelve-year sunset period if reauthorized.
