Establishes a joint committee composed of five senate members and five house members, appointed by the president pro tem and speaker respectively, with no more than three members from each party per chamber.

Committee shall examine issues impacting Missouri's future and develop long-term strategies for economic prosperity, citizen health, education system improvement, and other vital areas.

Committee must create three, five, and ten year plans to meet long-term strategies and implement ten-year budget forecasting for long-term state financial soundness.

Committee may solicit input from state departments, agencies, political subdivisions, and the general public to fulfill its obligations.

Committee shall issue annual reports to the general assembly by January 1, 2011, and every year thereafter with findings and recommendations; members receive no compensation but may be reimbursed for reasonable expenses.
