Authorizes the commission to construct and operate toll facilities on Interstate 70 across Missouri, with maximum toll not exceeding $5 per vehicle crossing the entire state length, adjustable annually for inflation.

Creates the "State Toll Facility Fund" to receive and manage toll revenues, bond proceeds, and federal funds for toll facility projects approved by the general assembly.

Establishes toll collection enforcement mechanisms including automated license plate photography, toll enforcement officers, and collection fees up to $100 for unpaid tolls.

Defines toll violations as infractions punishable by fines up to $200, with courts authorized to collect tolls and fees from violators and potentially impose vehicle immobilization or registration suspension.

Effective only upon voter approval of a constitutional amendment authorizing the commission to fund, acquire, construct, maintain, improve, reconstruct, and operate toll facilities.
