Amends Missouri law to regulate sexually oriented businesses including adult bookstores, cabarets, motion picture theaters, semi-nude model studios, and sexual encounter centers to promote health, safety, and prevent secondary effects like crime and urban blight.

Prohibits sexually oriented businesses from locating within 1,000 feet of schools, houses of worship, day care facilities, libraries, parks, residences, or other sexually oriented businesses, measured in straight lines without regard to intervening structures.

Restricts employees from appearing semi-nude unless on a fixed stage at least 6 feet from patrons and 18 inches above the floor in a room of at least 600 square feet; prohibits nudity and employee-patron contact in these businesses.

Requires unobstructed views from operator stations monitoring all patron areas; limits operating hours to 6:00 a.m. to midnight; prohibits alcohol sales and persons under 18 on premises.

Establishes penalties of up to $500 fine or 90 days imprisonment for violations; allows premises repeatedly operated in violation to be declared a public nuisance subject to civil abatement; permits local ordinances stricter than state regulations.
