Establishes a seven-member Tenth Amendment Commission to guide, advise, and make recommendations to the Missouri Attorney General regarding federal government actions.

Commission examines federal actions toward the state and refers cases to the Attorney General when federal laws exceed Congress's enumerated powers and infringe on state sovereignty under the Tenth Amendment.

Membership consists of two members appointed by the governor, two by the Senate president pro tempore, two by the House speaker, and one by the chief justice of the Missouri Supreme Court.

Commission members serve two-year terms without compensation but receive reimbursement for reasonable expenses, and legislative members are removed upon leaving the General Assembly.

Act requires voter approval through a referendum election scheduled for Tuesday following the first Monday in August 2010 and becomes effective only if approved by a majority of votes cast.
