Repeals and rewrites section 256.400, RSMo, regarding major water users and adds new section 256.433

Defines "major water user" as any person, firm, corporation, state agency, or political subdivision capable of withdrawing or diverting 100,000 gallons or more per day from streams, rivers, lakes, wells, springs, or other water sources

Prohibits major water users from unduly interfering with reasonable and customary irrigation activities of farming operations registered as major water users within the Southeast Missouri Regional Water District

Allows the attorney general or affected parties to file injunction lawsuits for violations, except no injunction may be issued if it would be detrimental to public health or safety
