Adds comprehensive day rehabilitation services as a covered benefit under MO HealthNet for individuals with disabling impairments beginning early post-trauma as part of a coordinated system of care.

Services must be individualized, goal-oriented, comprehensive, and coordinated treatment plans designed to restore optimal physical, cognitive, and behavioral function through interdisciplinary assessment.

MO HealthNet division shall establish administrative rules defining facility designation criteria, benefit limitations, and payment mechanisms using expertise of brain injury rehabilitation providers and the Missouri head injury advisory council.

Services authorized on tier levels based on services required and frequency, provided in community-based facilities, and guided by a qualified rehabilitation professional associated with a health care home.

Any rules created under this authority become effective only if compliant with Chapter 536 provisions; if legislative powers to review or disapprove rules are held unconstitutional, the rulemaking authority and rules adopted after August 28, 2010 become invalid and void.
