Every school district must adopt an antibullying policy by September 1, 2007

Defines "bullying" as intimidation or harassment causing a reasonable student to fear for physical safety or property, including physical actions, gestures, oral communication, cyberbullying, electronic communication, written communication, and threats of retaliation

District antibullying policies must be based on creating a safe learning environment for all students and treat students equally without specific lists of protected classes

District employees are required to report any instance of bullying they have firsthand knowledge of, and districts must provide employee training on policy requirements

Policies may include age-appropriate differences based on school grade levels and must contain a statement of consequences for bullying
