Exempts nonprofit community health center plans from Missouri insurance regulations when serving low-income individuals earning less than 200% of federal poverty level on a prepaid basis.

Requires covered primary care services to be provided by staff or volunteers from local medical/osteopathic societies who agree to work for free or nominal reimbursement for out-of-pocket expenses.

Limits payments to outside contractors for marketing and claims administration to no more than 10% of total charges and requires local medical society approval and endorsement.

Mandates nonprofit sponsoring organizations file annual reports with the secretary of state within 90 days of fiscal year-end including enrollee numbers, services rendered, financial statements, and administrative costs.

Provides liability protection for volunteer and retired health care professionals (physicians, nurses, dentists, optometrists, psychologists, counselors, and social workers) at qualifying nonprofit centers, limiting civil damages to available insurance unless damages result from gross negligence or willful/wanton misconduct.
