Establishes state regulations for sexually oriented businesses including adult bookstores, adult cabarets, adult motion picture theaters, semi-nude model studios, and sexual encounter centers to address secondary effects such as crime, prostitution, and disease.

Prohibits sexually oriented businesses from locating within 1,000 feet of schools, houses of worship, day care facilities, public libraries, parks, residences, or other sexually oriented businesses, measured in straight lines without regard to intervening structures.

Requires businesses exhibiting sexually explicit content to maintain unobstructed operator views of all patron areas except restrooms, with operator stations not exceeding 32 square feet, and at least one employee on duty at all times patrons are present.

Imposes operating restrictions including prohibition of nudity, semi-nude employees must remain 6 feet from patrons on a stage at least 18 inches high, no alcohol sales, no minors on premises, and hours limited to 6:00 a.m. to 12:00 midnight.

Prohibits persons with specified criminal convictions (rape, sexual assault, prostitution, obscenity, money laundering, tax evasion) from holding influential interest in sexually oriented businesses if less than 8 years have elapsed since conviction or release from confinement.
