Repeals and replaces section 304.190 of Missouri Revised Statutes relating to motor vehicle weight and height restrictions in commercial zones.

Maintains 15-foot height limit and 22,400-pound single-axle weight limit for motor vehicles operating in cities with 75,000+ inhabitants and within two miles of corporate limits or within commercial zones.

Removes language extending commercial zones throughout counties with charter form of government and 250,000-350,000 inhabitants adjacent to qualifying cities.

Specifies commercial zones extend one mile beyond corporate limits plus one additional mile for each 50,000 population, with exceptions for cities with 400,000-450,000 inhabitants (12-mile extension with specific geographic boundaries) and third-class cities (varying extensions along specific highways).

Establishes that commercial zones cannot be reduced due to population loss and clarifies restrictions do not apply to interstate highways unless federal Department of Transportation increases allowable weight limits.
