Repeals section 327.272, RSMo and enacts two new sections (60.670 and 327.272) relating to digital cadastral parcel mapping standards and professional land surveyor definitions.

Establishes the office of the state land surveyor within the department of natural resources to promulgate rules and regulations setting minimum standards for digital cadastral parcel mapping systems.

Defines cadastral parcel mapping as accurately delineated identification of all real property parcels based on the United States Public Land Survey System (USPLSS), existing tax maps, recorded deeds, surveys, and subdivision plats.

Expands the definition of professional land surveyor services to include creating, preparing, or modifying electronic or computerized data relative to land boundary determination, monumentation, and land subdivision activities.

Exempts maps designed prior to rule promulgation or maps where parties have agreed to contract terms before the rules take effect from compliance requirements unless otherwise specified in writing.
