Repeals sections 196.316, 281.260, and 311.550, RSMo and enacts four new sections relating to fee funding for programs administered by the department of agriculture.

Creates the "Agriculture Protection Fund" in the state treasury to receive fees assessed and collected by the department of agriculture that are not otherwise designated for specific purposes.

Increases annual pesticide registration fees from $15 to $150 per product, with late renewal fees increasing from $5 to $50, with all fees deposited to the Agriculture Protection Fund.

Directs egg licensing fees (ranging from $5 to $100 depending on license type and volume) and wine sales charges ($0.30 per gallon) to be credited to the Agriculture Protection Fund.

Restricts use of Agriculture Protection Fund moneys to department of agriculture programs and supporting programs through general assembly appropriation, with unspent funds not reverting to general revenue at biennium end.
