Establishes dog fighting as a class D felony for owning, possessing, training, or fighting dogs, or permitting such acts on premises under one's control.

Makes knowingly attending dog fighting preparations or exhibitions a class A misdemeanor for a first offense and class D felony for subsequent offenses.

Permits seizure of dogs involved in dog fighting violations and requires disposition hearings within 30 days, with impounded dogs placed in veterinary or shelter care or humanely euthanized if diseased or disabled.

Allows owners to prevent dog disposition by posting bond or security for at least 30 days of care costs, but prohibits recovery of damages or dog value if the dog is euthanized or if bond is not posted.

Grants law enforcement power to apply for and serve search warrants and seize all animals and paraphernalia used in dog fighting violations.
