Repeals and replaces six sections of Missouri law governing transportation development districts to create special provisions for districts formed by local transportation authorities to operate public mass transportation systems.

Eliminates the requirement for unanimous property owner approval when adding adjacent properties to public mass transportation districts; instead requires only approval from the district's board of directors.

Exempts public mass transportation districts from commission oversight and advisor requirements that apply to other transportation development districts.

Exempts public mass transportation districts from project approval requirements by the Missouri highways and transportation commission and from certain tax allocation provisions under sections 99.800 to 99.865.

Creates "Transportation Development District Sales Tax Trust Fund" for collecting sales taxes in public mass transportation districts, with proceeds kept separate from state funds and not subject to economic activity tax allocation rules.
