Repeals and replaces sections 130.016, 130.021, and 130.037 relating to campaign contribution limits and filing requirements for candidates.

Candidates for statewide, general assembly, and large city offices with aggregate contributions and expenditures under $500 and single contributions under the state representative limit may file an exemption statement instead of forming a committee.

Establishes tiered contribution limits based on office: $1,275 for statewide offices, $650 for state senator, $325 for state representative, and $325-$1,275 for other offices depending on electoral district population.

Contribution limits adjusted annually on January 1 in even-numbered years by multiplying the base year amount (January 1, 2011) by the cumulative consumer price index, rounded to nearest $25.

Committees accepting nonallowable contributions must pay a surcharge of $1,000 plus an amount equal to each excess contribution, with candidate and treasurer jointly liable for payment.
