Establishes advance in-person voting beginning the third Wednesday prior to any election and ending Wednesday before election day at designated central voting locations and satellite sites in each jurisdiction.

Requires one satellite voting site for every 50,000 registered voters (maximum six satellites per jurisdiction), with location selection based on geographic and demographic factors to ensure nondiscrimination.

Mandates advance voting hours during regular business hours (7:00 a.m. to 7:00 p.m.) including Saturday until 12:00 p.m., with at least one judge from each major political party at each satellite site.

Prohibits voters who cast advance ballots from voting at polls on election day; violators are guilty of a class one election offense and must be certified to the verification board.

Keeps advance ballot voter information confidential until 8:00 a.m. on the Friday before election, after which candidates and authorized representatives may access the lists for a reasonable fee; violations constitute class four election offenses.

Requires the state of Missouri to pay all implementation costs from general revenue, effective January 1, 2011.
