Establishes purchase limits of 9 grams per 30 days and 3.6 grams per 24 hours for products containing these precursor substances, requiring pharmacy counter sales only.

Maintains electronic transaction logging requirements for all sales, with records showing purchaser information, amounts, dates, times, and dispensing pharmacist/technician identification.

Permits manufacturers to apply for exemptions from restrictions if the department determines a product formulation effectively prevents conversion into methamphetamine, with emergency rule authority if exempted products are found to enable illegal conversion.
