Expands the state no-call database to include restrictions on automated calls in addition to telephone solicitations, with no cost to subscribers for joining.

Requires entities making political solicitations by phone to clearly state "This message is paid for by" followed by identification of the sponsor (candidate name, committee name, business entity name, or individual name).

Prohibits blocking or circumventing caller identification services and requires automatic dialing devices to disconnect within 10 seconds after a subscriber ends the call.

Allows civil penalties up to $5,000 per violation and permits private actions for actual monetary loss or up to $5,000 in damages for repeated violations within 12 months.

Requires entities making automated political solicitations costing over $500 to register with the secretary of state and Missouri ethics commission prior to making the calls.
