Establishes dog fighting as a class D felony for owning, possessing, training, or causing dogs to fight, or permitting such acts on premises under one's control.

Makes knowingly attending dog fighting preparations or exhibitions a class A misdemeanor for first offense and class D felony for second or subsequent offense.

Creates procedures for seizure and impoundment of dogs involved in violations, including disposition hearings within 30 days and placement with veterinarians, animal control authorities, or shelters.

Allows owners to prevent dog disposition by posting bond for at least 30 days of care costs, but authorities may humanely dispose of dogs afterward unless court orders otherwise.

Exempts lawful uses of dogs including livestock management, hunting, and training for legal purposes from the prohibitions.
