Expands authority for school districts to suspend or terminate contracts of certificated staff, principals, and administrators at schools that fail to meet accreditation criteria based on assessment results, regardless of district-wide accreditation status.

Allows permanent teacher contracts to be rescinded if the teacher has not contributed at least one grade level to class performance based on value-added assessment, eliminating previous procedural protections under sections 168.114 to 168.120 or 168.221, RSMo.

Requires school districts to develop incentive and reward programs for teachers contributing to preventing schools from becoming provisionally accredited or unaccredited, subject to commissioner of education approval.

Incentive programs may include pay for performance, staff development opportunities, and master teacher status.
