Repeals and replaces seven sections of Missouri law relating to unemployment insurance, workforce development, and job training programs.

Creates the "Office of Job Development and Training" within the division of employment security in the Department of Labor and Industrial Relations, transferring functions previously handled by the division of workforce development.

Changes references throughout the law from "division of workforce development" to "office of job development and training" in multiple sections governing community college job retention programs and employee relocation.

Modifies unemployment benefit eligibility requirements to allow claimants to report in person, by phone, or by email (instead of in-person only) and exempts reporting when the state unemployment rate reaches six percent or greater.

Establishes a "Ready to Work" endorsement program through the Department of Elementary and Secondary Education to certify high school students who meet work readiness standards, with program availability no later than June 30, 2007.
