Repeals and replaces sections 115.315 and 115.327 of Missouri law relating to third-party candidate and new political party registration, collectively known as the "Fair Ballot Access Act"

Removes the requirement that presidential elector nominees and their presidential and vice presidential candidates be named on new party formation petitions

Requires new party petitions to include names and addresses of a provisional chairman and treasurer, with a maximum five-word party name

Maintains signature requirements of 10,000 registered voters statewide for statewide party formation, or 2% of voters from the last relevant election (minimum 10,000) for district or county parties

Requires independent candidates and new parties to file declarations of candidacy and certified lists of all candidates with their offices, subscribed and sworn before election officials or notaries public
