Increases the user fee on recorded instruments with the recorder of deeds from three to ten dollars to finance county homeless person assistance programs, subject to voter approval.

Fee applies to all instruments recorded with the recorder of deeds in addition to existing fees required by law.

Counties with a population over 900,000 may impose an additional three dollar fee on recorded instruments, also subject to voter approval.

Revenues from the additional three dollar fee in high-population counties must be forwarded to the county executive for distribution to agencies that renovate or rehabilitate housing structures for sale at market rates.

County governing bodies must submit a proposal to voters authorizing the fee imposition, with a majority vote required for the fee to become effective.
