Establishes the "Commission on the Reorganization of State Health Care" consisting of 16 members including legislative appointees, state officials, and representatives from higher education and small business to study creating a "Division of State Health Care" within the office of administration.

Requires the commission to submit a report by December 31, 2010, analyzing whether a consolidated division would centralize fragmented health care responsibilities, maximize purchasing power, reduce duplication, improve infrastructure, and promote wellness initiatives.

Directs the commission to recommend granting the new division authority over health programs currently administered by MO HealthNet, state employee retirement systems, Missouri consolidated health care plan, and public universities' health insurance plans in a first implementation phase.

Authorizes the commission to investigate coordinating health benefit plans for public school and community college employees in a second phase, and feasibility of insurance programs for small businesses and the uninsured in a third phase.

All provisions expire on February 1, 2011; designated as emergency legislation effective upon passage and approval.
