SB 715 Summary

• Transfers health insurance administration for University of Missouri, state-supported colleges, and departments of transportation and conservation to the Missouri consolidated health care plan board effective January 1, 2011

• Establishes the Missouri Consolidated Health Information Exchange (MCHIE) operating under the health care plan board and University of Missouri collaboration to improve health care quality and reduce costs through secure electronic information sharing

• Creates the MCHIE Committee with voting members including the health care plan chair, department of health director, University of Missouri CIO, and eight at-large members from health care, technology, and insurance sectors, plus four ex officio legislative members

• Authorizes the board to investigate coordinating health benefits for community college employees after July 1, 2011, and to study insurance programs for businesses to reduce uninsured populations

• Creates the MCHIE Trust Fund in the state treasury for gifts, donations, appropriations, and bequests, administered by the consolidated health care plan with funds used solely for MCHIE purposes
