Governor shall ensure that state appointive boards, commissions, committees, and councils reflect the proportion of each gender and race in Missouri's population as determined by the most recent federal decennial census.

Equitable representation must be achieved "to the extent possible" no later than January 1, 2013.

Executive officers, directors, or chairpersons must electronically report to the secretary of state no later than January 1, 2011, and annually thereafter, regarding the number of members and racial and gender composition of their bodies.

Reports shall not include individual member names and shall be maintained as public records by the secretary of state.

Ex-officio members are not counted toward membership composition, and the section does not prohibit individuals from completing their terms or create a private right of action.
