Amends Chapter 226, RSMo by adding Section 226.222 requiring the Department of Transportation to provide full consideration for safety and contiguous routes for bicyclists, pedestrians, disabled persons, and transit users of all ages and abilities in all plans, programs, and projects.

Authorizes the Highways and Transportation Commission to expend state road fund moneys to provide appropriate accommodations for bicyclists, pedestrians, disabled persons, transit users, and other public roadway users in addition to motor vehicle operators.

Defines "appropriate accommodations" to include pedestrian ways, bicycle ways, shoulders suitable for bicycles, lane striping, "share the road" signage, crosswalks, pedestrian control signals, curb cuts, and ramps.

Defines "bicycle way" as publicly owned and maintained bicycle lanes, shared-use lanes, shoulders, or ways designed and designated for bicycle travel, which may be for exclusive bicycle use or shared with other transportation modes.

Requires the Department of Transportation to establish planning, design, construction, maintenance, and operations standards for appropriate accommodations and establish training programs for staff to implement these standards.
