Repeals and replaces section 226.550, RSMo, relating to outdoor advertising permit fees and inspection requirements.

Establishes a one-time permanent permit fee of $200 for outdoor advertising signs, with exemptions for tax-exempt religious organizations, service organizations, veterans' organizations, and fraternal organizations for signs less than 76 square feet.

Authorizes biennial inspection fees ranging from $50 to $100 depending on the date due, with the same organizational exemptions applying.

Beginning January 1, 2011, requires an annual assessment fee of $1.50 per square foot on all outdoor advertising signs, displays, or devices, with exemptions for the specified tax-exempt organizations.

Requires all assessment fees collected to be deposited in the state road fund in a separate account and expended solely to pay just compensation for removal of lawfully existing outdoor advertising signs during state highway system improvements.
