Amends Chapter 173, RSMo by creating the "Emily Brooker Higher Education Sunshine Act" requiring the Coordinating Board for Higher Education to mandate annual reports from all public institutions on intellectual diversity and free exchange of ideas.

Defines "intellectual diversity" as diversity of ideas exposing students to political, ideological, religious, and other perspectives related to subject matter being taught.

Requires institutions to report on specific measures taken, which may include conducting campus diversity assessments, establishing speaker policies protecting against hecklers, developing viewpoint discrimination protections in hiring and tenure decisions, eliminating speech codes, and creating an ombudsman position for intellectual diversity.

Mandates reports be distributed to the general assembly by December 31st each year beginning in 2011 and posted on each institution's website.

Requires institutions to notify students of intellectual diversity measures in place and provide information on how to report alleged policy violations.
