Repeals sections 173.250, 173.1105, and 173.1108, RSMo and enacts four new sections relating to higher education, with an emergency clause for section 173.1205.

Establishes the Higher Education Academic Scholarship Program providing scholarships to Missouri citizens scoring in the top five percent on ACT or SAT, with awards of up to $3,000 per year for top three percent scorers and up to $1,000 per year for top four to five percent scorers.

Modifies Access Missouri financial assistance program award amounts for academic years 2010-2014 and 2014-2015 and beyond, with different maximum and minimum amounts based on institution type (public two-year, public four-year, or approved private institutions).

Allows scholarship recipients to defer awards for service to nonprofit organizations, government agencies, or armed forces with specified return-to-enrollment deadlines and verification requirements.

Creates section 173.1205 exempting for-profit and not-for-profit entities held by public higher education institutions from open meetings requirements when engaged in technology transfer and commercialization, provided annual reporting of funds and transactions is maintained.
