Requires all libraries receiving state funding under chapters 181 or 182 to adopt written policies by January 1, 2011, consistent with contemporary community standards for restricting minors' access to obscene or pornographic materials as defined in section 573.010.

Libraries may alternatively choose not to adopt such policies if they prominently display a statement reading: "This library may contain uncensored materials that may be objectionable and offensive to minors."

Mandates policies include procedures for the public to challenge material placement and provide comment and guidance on policy development and changes.

Requires libraries to file annual reports documenting the number of placement complaints and their resolutions, and to make copies of policies available to the public at the library and city or county government office.

Subjects library board members, officers, or employees who violate this section to penalties under section 162.091.
