Reclassifies various traffic and vehicle violations from infractions to misdemeanors, including violations of lane rules, cargo securement, spotlight use, bumper standards, window tinting, motorized bicycles, and commercial motor vehicle safety regulations.

Establishes that infractions do not constitute crimes and conviction of an infraction does not create criminal disability or legal disadvantage.

Creates procedures for infraction prosecutions including default judgment authority for failure to appear, warrant issuance for non-appearance, and enforcement of fines and court costs through civil judgment mechanisms.

Establishes new section 556.022 making it a Class A misdemeanor to willfully fail to obey law enforcement signals or resist officers during infraction enforcement, effective upon passage.

Makes reclassification of infractions to misdemeanors effective immediately, while infraction procedural changes become effective January 1, 2012.
