Defines "fire department" as any agency providing fire suppression, prevention, rescue, emergency medical services, hazardous materials response, dispatching, or special operations to a fixed geographical area.

Eliminates the requirement for board of aldermen approval and allows fire department employees with seven years of service to reside outside the department's geographical area if the only available public school district is unaccredited or provisionally accredited within the last five years.

Requires employees who choose to reside outside the geographical boundaries to remain within a one-hour response time.

Specifies that employees who changed residency due to school accreditation issues cannot be required to move back within the department's area if the school district subsequently becomes fully accredited.

Repeals provisions requiring voter approval in cities not within counties and eliminates the one percent salary forfeiture for employees residing outside city limits.
