Repeals and replaces section 571.030 of Missouri law governing unlawful use of weapons, defining ten categories of prohibited weapons conduct including carrying concealed weapons, discharging firearms in restricted areas, and carrying weapons into schools or government buildings.

Adds prosecuting attorneys, assistant prosecuting attorneys, circuit attorneys, and assistant circuit attorneys to the list of exemptions from weapons restrictions if they complete the firearms safety training course required under section 571.111.

Establishes graduated penalties ranging from class B misdemeanor to class A felony depending on the type of violation, with enhanced sentences for prior and persistent offenders, particularly for discharging firearms at persons or vehicles.

Provides exceptions to weapons prohibitions for law enforcement officers, retired peace officers with proper identification, judges, probation and parole officers, military personnel, and other specified officials.

Permits students to participate in school-sanctioned gun safety courses, military training, and ROTC without violating the prohibition on carrying firearms into schools, provided they do not bring weapons into the school or onto school property.
